BIA Members

What is a BIA?

A Business Improvement Area (BIA) is a formally organized group of commercial property owners and tenants, established under Ontario’s Municipal Act, 2001, that works together — and with the City — to maintain, improve, and promote a defined commercial district.

BIAs are funded through a special levy on member properties within the designated boundary, and are governed by a volunteer Board of Directors elected by the membership. In Malton’s case, that boundary runs along Airport Road, Derry Road, and Goreway Drive.

Day to day, a BIA’s work covers things like streetscape beautification, local marketing and events, advocacy on behalf of local businesses, and a collective voice on issues that affect the district — from parking to public safety to economic development.

In short: a BIA exists so that the businesses who know the neighbourhood best have a direct hand in shaping its future.

How does the BIA work?

The Malton BIA is governed by a volunteer Board of Management composed of property owners and business tenants. The Board is nominated by the membership at an Annual General Meeting (AGM) and formally appointed by Mississauga City Council to serve a four-year term concurrent with the term of Council.

The Board meets regularly to establish budgets, set strategic priorities, oversee streetscape improvements, and advocate for the district. The Ward 5 City Councillor also serves as an ex-officio member of the Board.

The BIA’s daily operations, programs, and member services are executed by the General Manager. The General Manager operates under the direction of the elected Board of Management and in strict compliance with the BIA Constitution and municipal bylaws.

Under the Ontario Municipal Act, a BIA is a local board of the municipality (similar to a library or police board). While we are a self-funded association advocating specifically for our commercial and industrial members, we maintain a close, collaborative working relationship with City of Mississauga staff and departments to coordinate local infrastructure, planning, and safety initiatives.

BIA funding is governed by provincial legislation. The process is completely transparent:

  1. The Budget: The BIA Board develops an annual budget based on required projects (beautification, advocacy, and marketing). This budget must be approved by the membership at the AGM and then passed by City Council.
  2. The Levy: The City of Mississauga collects this budget by applying a special BIA levy to all commercial and industrial properties within our boundaries.
  3. The Calculation: The levy is calculated by multiplying the property’s commercial/industrial assessed value (MPAC) by the board-approved BIA tax rate.
  4. Tenants: While the City bills the property owner directly on their property tax notice, standard commercial leases typically pass this cost down to business tenants as part of their TMI (Taxes, Maintenance, and Insurance) or operating costs.

The core legislative mandate of an Ontario BIA centers on two primary pillars:

  • Beautification & Infrastructure: Improving the local business environment through physical enhancements, such as streetscape designs, public art displays, and seasonal street pole banners.
  • Economic Promotion & Advocacy: Marketing the district as a vital economic gateway, organizing key community initiatives like our annual Canada Day event, and advocating for local business interests regarding regional infrastructure projects like the Malton GO Station expansion.

A BIA is most effective when its members are actively engaged. You can leverage your membership by:

  • Staying Informed: Ensuring your business contact information is up to date with our office so you receive critical municipal and economic development notices.
  • Property Updates: If you are a property owner, promptly providing the BIA office with your commercial tenants’ contact details so they receive support.
  • Digital Connection: Engaging with the BIA’s digital channels and sharing local updates with your staff and customers.
  • Active Participation: Attending the Annual General Meeting (AGM), joining working committees (such as Promotions or Beautification), and participating in BIA-backed initiatives.
